...but it looks like Arlington, Virginia is single-handedly handing Virginia to the Democrats. Nowhere else in all of Virginia has anywhere near that lopsided a ratio.
Note that Arlington (73% to 26%)'s up by DC, so they can be expected to have a more-Democratic ratio.
You're forgetting to note Alexandria (71% to 28%) as being the other larger bastion of Democrats.
You're also failing to note the Republican leanings of Augusta (69% to 30%), Bedford (54% to 45%), and Campbell (68% to 31%), each of which gave over 10,000 votes to Allen.
However, I'd say that +/- 5% is "near"... and even if it's not, +/- 4% definitely is, in ratio terms.
