I may have to poke at RIITS now that I tracked down they are the ones that actually act as the 'clearing house' for the Los Angeles traffic congestion information network.

I'm just awfully sure I can make a system that blows SigAlert out of the water for a specific use, being able to be accessed by cell-phone to get near-realtime updates on a planned route and alternates.
